In weather like ours, outdoor is definitely not suitable. Even keeping the indoors, in hot seasons, you still need to provide aircon for them to cool down.

ABout 2 years ago, i adopted 4 chinchillas that were kept outdoors. The only reason i took them in was because they were in such bad conditions. All of them had fungus. 2 had fungus + yeast infection. 1 had maloccussion.
Keeping them outdoors will increase their chances of getting fungus and attacked by insects.

Fans don't work to cool chins. The reason us humans feel cool under fan is that the air circulation speeds up the evaporation of sweat. Heat is absorbed when sweat evaporates.

Chins don't sweat. So fans don't help.
