You won't get fined if you clean up your dog's poo.

Bring plastic bag and pocket tissues along when you walk your dog.

Isn't it better if puppy have this kind of habit. Which is better peepee poopoo outside or inside the house? You'll have a headache if pee and poo inside the house anywhere. Anyway as Latte have said it's just a question of cleaning up after your dog. Use old supermarket plastic bags.

I don't fully understand what you are trying to say here.
Anyway, if your concern is that he doesn't pee at home at all you'll have to teach him. Let me ask you if he pees on grass? If yes, try and get hold of a few patches of grass (nursery sells them in 1 foot square pieces otherwise you go dig it yourself) and place say 4 to 6 pieces on some newspaper. Place this at a suitable part of the house and take the dog to there at regular interval and encorage the dog to pee and poo there.

Of course you are not expected to have to provide grass for him to do his business forever. Once he learned to do it, you reduce the grass patch graudually till you are only using newspaper. If your "doggy toilet" is in your toilet it makes cleaning up a lot easier; you can even do without newspaper eventually.
