Unlicensed ones $900 - 1,500. Proper licensed ones $3-6K if you can find one

[FONT=Verdana]xxx[/FONT}Hi.. My friend and I saw this one cockatoo at a pet shope. The cockatoo almost didnt have all of its feather and the shop keeper said this is due to stress. What I want to know that can the feather grows back? Is it true that the feather loss is due to stress? Can we buy that cockatoo? Thanks for the help!
