Is the chin kept in an airconditioned environment? If not it could be heat stroke. I know you said it was raining but the combination of high temperatures (anything over 24 degrees C is considered high) and high humidity (you did say it had been raining all day so humidity would be very high) is a risk for heat stroke.
If in doubt, get the chin to a vet that is familiar with chins.
