Hi Carol,
For Kenji I believe the cause of paw licking to be diet related. Try adding a good suppliment of vitamins and essential oil to his diet. Give him a good irresistable chew that is more yummy that his paws  haha but I am serious.
For Casper add more newspaper outside the pee tray to cover a bigger area including the area that he tends to shoot. It's very important to apply an enzyme cleaner (odor conteractant) after cleaning the all soiled area (not just detergent or masking agent-perfume) to more effectively remove any reminders to the dog. Do this also for the washing machine and if you like, to give it more effect, spray that bitter spray. I've heard from some of my students that "Hong you"-chinese medicated oil works just as well. So you may want to try that on the paws and washing machine. In case anyone is worried about harm to the dog ingesting this stuff, many grandmas used to orally administer one drop for stomach ache.
