You are right. When the K-9 handler decided to release the dog he would want the dog to apprehend the suspect.

Most Police Dogs/Law enforcement (LE) are taught on targeting (arm, bicep,tricep or leg), bite and hold the suspect until the handler comes in and handcuff the suspect or even out on command.

Yes, and in fact because of so many lawsuits against the LE, its part of the protocol not to teach their dogs to bite anywhere and everywhere as each puncture wounds will cause them having to write more reports.

Sometimes suspect may decide to surrender in the middle of the flee so K-9 handler may have to command to call-off (back to handler) or bark and guard ( barking in front of suspect and if suspect decided to flee the dog will again apprehend). This bark and guard is not so popular amongst the LE.
