Our sv ranchu gets to about 5 inches and a half (head to end of body, tail not included) in about three month. We use a large space and light occupancy, and regular water change, with very aggressive feeding regiment. Most of the female, well fed, will start to develop the head since when they are young. The male fish takes a while longer, and even then often are more compact head growth.
I added a picture for you to illustrate my point. The fish in the picture is about one month old. The colour black are not yet all gone yet. You can see the head development already. This is a male fish, so I could already tell at when he is larger, he is going to have a good head.
